Grandview is a small neighborhood near Reidville, South Carolina that comprises twenty-one fully developed lots along two cul-de-sac Spartanburg County roads: Slate Rock Drive, and Burbridge Court. We are located just off of Lightwood Knot Road between the more prominent cross streets of Greenpond Road/Gaston Drive, and Reidville-Sharon Road (also known as State Road S-42-588).
Our community holds a mailing address of Woodruff, SC, but is in an unincorporated area of Spartanburg County as of this writing, with potential annexation, pending petition, into the Town of Reidville, SC.
Grandview Homeowners Association of Reidville (“Grandview HOA”) is a self-managed nonprofit corporation established to maintain common areas, uphold neighborhood standards, and preserve property values for all homeowners. The Association is governed by its recorded Covenants, Conditions & Restrictions (CC&Rs), duly adopted Bylaws, and applicable provisions of the South Carolina Nonprofit Corporation Act.
Our Board of Directors is composed of volunteer homeowners elected by the membership to oversee the Association’s business, manage shared resources, and ensure that all decisions are made in good faith and in the best interest of the community. We are committed to transparency, accountability, and neighborly cooperation in all matters that affect Grandview.
Meetings of the full homeowner membership are held at least once annually, and meetings of the Board of Directors (“Board”) and the Architectural Review Committee (“ARC”) are held no fewer than twice annually as required by the Bylaws enacted in 2024, and subsequently amended in 2025 — or more frequently as Association business may necessitate.
Any homeowner within Grandview automatically becomes a member of the HOA upon acquiring property ownership, and that membership terminates upon transfer to a new owner. As of 2024, any bona fide member of the HOA may volunteer to serve on the ARC, with opportunities for participation included in the annual meeting notice or published separately if committee volunteer changes occur mid-year.
All HOA members are required to contribute annual dues, which are currently set at $450.00 per household as of 2025. These assessments support the ongoing maintenance of common areas, administrative operations, and services essential to preserving the quality and value of the Grandview community.

The Grandview Homeowners Association of Reidville (“Association”) is a South Carolina nonprofit corporation governed by a series of foundational documents that define its authority, responsibilities, and procedures. These documents are binding on all current and future property owners within the Grandview community and are enforceable under South Carolina law.
Our governing documents include:
Covenants, Conditions, and Restrictions (CC&Rs) – The primary contractual agreement recorded with Spartanburg County, outlining property use restrictions, maintenance obligations, and design standards to preserve the character and harmony of the neighborhood.
Bylaws – The internal operating procedures of the Association, adopted by membership in 2024, detailing the powers and duties of the Board, ARC, and membership, as well as meeting requirements, elections, voting, and financial oversight.
Architectural Review Guidelines (if applicable) – Supplemental standards and procedures that guide the approval process for exterior alterations, construction, landscaping, and other property modifications.
Policies & Resolutions – Official actions adopted by the Board from time to time to clarify or enforce specific provisions of the governing documents.
These documents are designed to protect property values, promote consistent community standards, and ensure equitable governance. Every homeowner is expected to be familiar with them and comply with their provisions.

The Association is committed to transparency and accountability in all aspects of its governance. To that end, members are entitled to access official records of Board meetings, annual membership meetings, and special meetings held throughout the year.
Annual Meeting: Held once per year, typically in the first quarter, where the membership receives financial reports, elects directors (if terms are expiring), and votes on major matters of community business.
Board Meetings: Held at least twice annually or more frequently as needed. These meetings address ongoing operations, budgets, contracts, and other policy decisions.
Architectural Review Committee (ARC) Meetings: Convened as needed, but no less than twice annually, to review project submissions and ensure compliance with design standards.
Meeting minutes serve as the official historical record of decisions made by the Association. Draft minutes are typically approved at the following meeting before being formally recognized, but may be published as interim documents for transparency within our community provided appropriate indication is made, as these documents provide members with a clear record of actions taken and the rationale behind those decisions.

The Association is funded entirely through annual member assessments and is committed to the responsible stewardship of those funds. Financial transparency is a fundamental part of how we build trust with our members and demonstrate sound governance.
Each year, the Board adopts an annual budget to fund the HOA’s operating expenses, including landscaping, maintenance, utilities, insurance, administrative costs, and other community needs. Key principles of our financial management include:
Annual Budget Approval: The budget is adopted by the Board and presented to the membership for review at the annual meeting.
Periodic Financial Reports: Summaries of income and expenses are prepared and made available to members to provide visibility into how funds are allocated and spent.
Annual Tax Filings: The Association complies with all federal and state tax reporting requirements as a nonprofit entity.
Vendor Oversight: All contractual expenditures are reviewed by the Board to ensure fiscal responsibility and value for homeowners.

Grandview is nestled just off Lightwood Knot Road between Greenpond Road/Gaston Drive and Reidville-Sharon Road (State Road S-42-588). While our mailing address is Woodruff, SC, we are currently situated in unincorporated Spartanburg County, with the possibility of future annexation into the Town of Reidville pending a community petition.

🏘️ HOA Membership
Membership in the Grandview Homeowners Association is automatic upon acquiring property within the community and ends when ownership transfers. Every homeowner is a member and shares in the responsibilities and benefits of our association, including voting rights, participation in meetings, and the opportunity to serve on committees. Voting rights are restricted to one vote per residence. Committee volunteerism is unrestricted.
💡 Architectural Review Committee (ARC)
The ARC is a vital part of preserving Grandview’s character. Any external property modifications — including construction, additions, landscaping changes, driveway modifications, and fencing — must be submitted for review, verification, and deliberation by a collective ARC committee, with all recommendations and reservations reported by the ARC Chairperson to the Board of Directors for ultimate review and approval in writing prior to work beginning.
ARC meetings are held twice annually for general aesthetic discussion of the neighborhood or any routine business, and more often as needed to review project submissions. Any member in good standing may volunteer to serve on the ARC.

For submissions to be considered complete they must include the form and all supporting information as outlined in the Grandview governing documents. Incomplete submissions will not be considered to toll the 30 day review window for approval consideration.
